We were doing about 70 when I spotted it (merging ourselves) and my mate dropped to 60 for me to take the pic and we where quickly passing it still!

They can barely pull themselves and that’s not just some little trailer, it’s a trailer tent, there’s some weight in them!

Officially there is no minimum speed requirement-As long as it’s not a tractor or moped your’re good to go. It’s possible to be done for obstructing traffic though.
While the rules are that traffic joining has to give way to traffic already on the motorway, most people will move over a lane to let joining traffic on, if possible.

A 2CV 6 had a maximum tow weight of 400 kg. It is plausible that trailer doesn’t exceed 400 kg. The rear suspension doesn’t sag, so that’s a good sign. The 2CV 6 itself only weighed 560 kg ‘dry’, without driver and fluids (and without that trunklet).
I wouldn’t tow anything with a 2CV though. Especially on a highway. Those things are low on power to begin with.
